Background

The Department of Civil Aviation was established in 1962, with an aim to work towards the progress of aviation sector in the State. Traditionally the Department has been focused on VVIP flying to ensure safe and quick transport of dignitaries of the State. The Department owns one twin-engine Bell 429 helicopter for this purpose, besides hiring aircrafts from the open market when necessary. In the recent years, the main areas of thrust have shifted to improving air connectivity through construction and up-gradation of domestic and international airports, aviation training and other attendant activities.

Mission

To take all endeavors to ensure that:

  1. Citizens of the State have easy, affordable and secure air-connectivity within the country and abroad by upgrading and creating greater number of airports.
  2. Promote Industry in the State with increased access and integration with national and global markets through passenger and air-cargo connectivity.
  3. Promote interest in flying and aircraft maintenance and to provide aviation training to interested persons.
  4. Utilize the natural and geographical advantage of being situated near the National Capital to attract Aviation Industry including MRO and Defense facilities.

Vision

To have policies and infrastructure which facilitate a robust aviation sector and enhanced air-connectivity in the State of Punjab.

Goals

The Department has the following goals to attain the above stated vision and mission.

  1. Expedite the construction of the International Civil Air and Cargo Terminal at Halwara, Ludhiana.
  2. Increase the number and frequency of flights from air terminals of the State.
  3. Increase international connectivity from Chandigarh and Amritsar Airport.
  4. Expansion and upgradation of existing airports keeping in view the demand.
  5. Produce quality skilled manpower in the field of aviation by setting up of the Punjab Aeronautical Engineering College and upgrading the Punjab Aircraft Maintenance Engineering College.
  6. Promote Aviation and Defence Industry in the State by setting up MROs. These sectors have been declared as Thrust Sectors as per the new State Industrial Policy.
